On August 18, 1978, the Lord encouraged approximately ten families to form a home-based church. Obeying the Lord, they sought wise counsel, incorporated as a church in Delaware, and embarked on a journey that has moved them from that dedicated core to the Liberty Church you see today. After twenty-five years, half of the original ten families remain with the church, serving in a number of key areas.

After much prayer, some reluctance, and a full recognition on the call on her life, Rev. Faye Ballance agreed to step in as pastor of Liberty Covenant Church, later named Liberty Church. The church affiliated with and she received her ministerial license from the Gospel Crusade Ministries, Inc. During those first five years, the church met in the homes of two or three different members. They eventually outgrew the home setting and rented the use of a small daycare center near Capitol Park on Sundays and weekends. From there, they moved their services to another daycare center, the Kiddie Kollege on Walker Road. It was here that the Liberty Church celebrated its tenth anniversary.

Around 1987, the faithful congregation purchased the land on College Road where the church now sits. Before a building could be constructed, the land had to be cleared. While others contributed time and energy, the work of clearing the land rested primarily on the shoulders of three men: Linwood Ballance, Robert Hartsough, and Billy Price. The land cleared and a mortgage arranged, Liberty's first sanctuary was built at 1150 College Road. Ten years later, in 1998, the church celebrated its mortgage burning. They were debt free.

Around 1997, the Lord presented an associate pastor to Liberty, Rev. Harry Harris, ordained at Calvary Baptist Church under the leadership of Rev. Richard Avant. The two churches walked shoulder-to-shoulder in seeking to reach the lost and affect the city of Dover.

In 2001, Liberty purchased ten acres of adjacent land that will be used for future growth. With a heart for the youth in the area, the church leadership also purchased a van for transporting neighborhood children and parents to church services and various activities.

With a heart to minister from the cradle to the grave, Liberty Church provides a haven for spiritual healing to those who have been hurt and an opportunity for nurturing and growth to those who hunger for the Lord.
